Australian Capital Territory
The Australian Capital Territory does not currently have a regulatory requirement for construction induction training. However, the ACT will implement the National Code of Practice for Induction for Construction Work when the Work Safety Act 2008 and the Work Safety Regulation 2009 come into effect on 1 October 2009.
This means that from 1 October 2009, possession of a Construction Induction card will be mandatory for work on a construction site in the ACT, in accordance with the National Code.

New South Wales
Course transition arrangements
As of 1 September 2009, New South Wales (NSW) will be implementing the National Code of Practice for Induction for Construction Work (the National Code). As a result the current WorkCover NSW approved course construction induction training will be replaced by the national unit of competency, CPCOHS1001A Work safely in the construction industry.
RTO delivery requirements
A key feature of the National Code is that, as from 1/9/09 construction induction training will be via a national unit of competency and must therefore be conducted under the supervision of a register training organisation (RTO) that has the relevant unit of competency on its scope of registration.
In order to ensure the quality and integrity of general induction training in areas where OHS requirements are integrated with the vocational education and training sector, a joint application process between WorkCover NSW and NSW Vocational Education & Training Accreditation Board (VETAB) is being put into place. Under this arrangement, an RTO must:
- apply to the relevant state training authority to add the unit of competency, CPCOHS1001A Work Safely in the Construction Industry, to the RTO's scope of registration
- register with Workcover NSW for approval to deliver general induction training in nsw. it is to be noted that part of the approval process requires RTOs to nominate the details of all trainers that will be delivering the training
Card transition arrangements
Under the National Code, WorkCover NSW will continue to issue the Construction Induction Certificate (CIC card) to participants following successful completion of the unit of competency CPCOHS1001A.
In respect of the arrangements for existing construction induction certificate holders, the current CIC card will still be recognised under the new system, as will construction induction cards issued by Queensland, Victoria and Western Australia. As such there is no requirement for a person who holds a valid NSW CIC card to have his/her card converted to a post 1/9/09 issued CIC card.

The Northern Territory does not currently have a regulatory requirement for construction induction training.
Queensland
Course transition arrangements
The current accredited course 30215QLD Course in General Safety Induction (Construction Industry) expires on 30 June 2009. From 1 July 2009 only the unit of competency CPCOHS1001A Work safely in the construction industry will meet the regulatory requirements. Amendments will be made to the Workplace Health and Safety Regulation 2008 before 30 June 2009 to specify the new unit.
Regulator RTO requirements
RTOs currently registered for 30215QLD Course in General Safety Induction (Construction Industry) are required to amend their scope of registration to add the new course.
RTOs will be required to enter into an agreement with Workplace Health and Safety Queensland.
For RTOs currently registered for 30215QLD Course in General Safety Induction (Construction Industry) a new agreement will be needed to replace the existing licence agreement. The existing licensing agreement will not apply following the transition to the new unit of competency.
The new agreement (similar to the old licensing agreement) will address conditions on RTO delivery (including online delivery), provide authority for compliance monitoring and sanctions for inadequate or inappropriate delivery.
Card transition arrangements
Blue Cards will continue to be distributed until 30 June 2009. Current Blue Cards will be recognised under the new arrangements and will not have to be replaced. After July 1 2009 all people who complete CPCCOHS1001A Work safely in the construction industry will receive a White Card.

South Australia
Course transition arrangements
RTOs will continue to be allowed to deliver course that they currently have on scope that meet the requirements of the standard until such time as the registration of scope lapses. RTO delivering the course will have to transition to the new unit of competency from that time on.
RTO delivery requirements
New RTO's will have to have the new CPCO8unit on their scope of registration and will need to be endorsed by the Construction Industry Training Board (SA) to be able to access the cards which are supplied by SafeWork SA.
Card transition arrangements
As a transitional phasing in arrangement, all current SA Green Cards will be recognised in SA. As each Green Card expires, holders will be required to undertake additional training to satisfy the Code of Practice for Induction for Construction Work and obtain a 'White Card'.

Tasmania
Tasmania does not currently have a regulatory requirement for construction induction training. However, Workplace Standards Tasmania has a draft Code of Practice - Induction for Construction Work.
The draft code is based on the National Code of Practice for Induction for Construction Work. The purpose of the Code is to protect persons from the hazards associated with construction work. The Code provides guidance to persons working in general and residential construction sectors on the types of induction training that may be needed to provide construction workers with an awareness and understanding of common hazards on construction sites and how they should be managed.
It is expected that the Code will be implemented in the 2nd half of 2009.

Victoria
Course transition arrangements
The current 21883VIC Course in Construction (OH&S Induction) which contains the unit of competency VPAU349 Work safely in the construction industry will continue to be accredited in Victoria until the CPCCOHS1001A Work safely in the construction industry is available for RTOs on the National Training Information Service. WorkSafe Victoria will advise when RTOs need to transition from delivering 21883VIC to CPCCOHS1001A.
RTO delivery requirements
WorkSafe Victoria requires RTOs registered with the Victorian Registration and Qualifications Authority (VQRA) who wish to deliver the construction induction unit of competency to notify WorkSafe in writing of their intention to deliver construction induction training.
WorkSafe Victoria will contact you to arrange a suitable time to review your training facility to ensure all necessary procedures, materials and personnel are available to deliver the course. The outcome of the review will be advised in writing. If your organisation meets WorkSafe's requirements, you must then apply to the VRQA to extend your scope of registration.
For prospective RTOs, the VRQA will notify WorkSafe Victoria during the registration process of your intention to deliver the construction induction training unit of competency. A WorkSafe representative will participate in the initial registration audit as a technical advisor.
Card transition arrangements
WorkSafe Victoria began distributing the new 'Construction Induction Card' on 1 July 2008. Previously issued 'Red Cards' will be recognised under the new arrangements and will not have to be replaced.

Western Australia
Course transition arrangements
The accreditation for the 51466 Course in Safety Awareness Training expires on 31 August 2009. There will be a transition period from now until 31 August 2009, during which WorkSafe will recognise either the 51466 Course in Safety Awareness Training or the OHS unit CPCCOHS1001A Work Safely in the construction industry.
However, from 1 September 2009 only CPCCOHS1001A Work safely in the construction industry will meet the regulatory requirements.
RTOs currently registered for the 51466 Course in Safety Awareness Training and wishing to deliver the new unit should follow the amendment to scope process outlined in the following fact sheet.
RTOs not currently registered for the 51466 Course in Safety Awareness Training but wishing to apply for CPCCOHS1001A Work safely in the construction industry will be required to go through the amendment to scope process outlined on the TAC website. There may be costs involved and an audit may be required.
Regulator RTO requirements
WorkSafe WA does not have requirements for registered training organisations over and above the Training Accreditation Council registration requirements which are line with AQTF and require demonstrated construction experience to deliver the unit of competency.
Card transition arrangements
WorkSafe WA is moving to the White Card design. The transition over to the White Cards will begin whenthe current stock of old 'bluecards' run out.Old 'blue cards' will continue to be recognised under the new system.
