Update on high risk work licensing in Northern Territory
As part of the national harmonisation of occupational health and safety legislation, the Northern Territory government adopted the National Standard for Licensing Persons Performing High Risk Work (the Standard) on 30 June 2010.
The Standard replaces the National Occupational Health and Safety Certification Standard for Users and Operators of Industrial Equipment [NOHSC:1006(2001)]. The adoption of the Standard will result in the following key changes:
- training and assessment are to be undertaken by Registered Training Organisations (RTO) under the Australian Quality Framework (AQTF);
- licences are renewable every five years;
- licences are to be a photographic licence; and
- licences will be required for the operation of order picking forklift trucks and self-erecting tower cranes.
The aim of the Standard is to facilitate the operation of a nationally uniform, competency-based licensing system. This will provide portability between state and territories for persons performing certain types of high risk work.
A licence to perform high risk work is issued by NT WorkSafe under the Workplace Health and Safety Regulations 2008 to people working with the various classes of high risk plant and equipment.
NT WorkSafe will recognise and accept a Licence to Perform High Risk Work that is valid and current from other states and territories.
All current NT licence holders must convert to a new licence after the adoption of the new licensing system.
