New process for Qld RTOs applying for WHSQ regulated units
From 1 March 2010, the Department of Education and Training (DET) and Workplace Health and Safety Queensland (WHSQ) implemented a new process for handling registration applications that contain units of competency or accredited courses that lead to outcomes regulated by WHSQ.
The new application process requires registered training organisations (RTOs), and applicant RTOs, to contact WHSQ in the first instance to obtain a letter of support or a letter of intent to apply prior to submitting their application to DET. This letter must then accompany the application for initial registration or to extend scope and may result in 'fast track' processing of the application, in many cases, negating the need for further audit activity.
The arrangement applies to all units of competency that result in a student being able to make application to WHSQ for an occupational licence, ie, units within:
- 30494QLD Course in Self-Erecting Tower Crane Operation
- 30496QLD Course in Operating Loadshifting Equipment
- 30497QLD Course in Operating Cranes, Rigging and Scaffolding Equipment
- 30498QLD Course in Operating Pressure Equipment
- all units of competency starting with the words 'Licence to...' from the following training packages: CPC08 Construction, Plumbing and Services Integrated Framework, TLI07 Transport and Logistics and RII09 Resources and Infrastructure Industry.
Note: Some of these units may appear in revised versions of other training packages in the near future.
The new application process is:
Step 1 - Contact WHSQ
- RTOs and applicant RTOs contact WHSQ and advise of the courses/qualifications or units they wish to add to their scope of registration
- WHSQ will, in some cases, ask for information on HR/resources and WHSQ may in some cases visit the RTO's site
- WHSQ will provide the RTO with either:
- a letter of support
- a letter advising a registration application is not supported
- a letter acknowledging the intent to apply for registration.
Step 2 - Apply for registration with DET
- Once a letter of support or intent has been provided by WHSQ, an RTO can apply for registration with the department using the appropriate form (RTO1 for initial registration or RTO2 for extension to scope of registration).
- The application will only be accepted if it is accompanied by either a letter of support or a letter acknowledging the intent to apply for registration from WHSQ.
- It is expected that this process will expedite the application and in some cases negate the need to assess the application through a site visit audit.
Note: Initial registration applications are always assessed through a site visit audit.
