OHS review in Business Services Training Package
Innovation and Business Skills Australia (IBSA) has commenced a scoping review of the Occupational Health and Safety (OHS) qualifications and units of competency contained within the BSB07 Business Services Training Package.
In 2008, Safe Work Australia released new guidelines for integrating OHS into national Training Packages. The guidelines included the following generic OHS units of competency:
- OHS200 Participate in OHS processes
- OHS300 Contribute to OHS processes
- OHS400 Maintain OHS processes
- OHS456 Identify, assess and control OHS risk in own work
- OHS500 Manage OHS processes
- OHS600 Improve OHS processes.
Although the guidelines do not mandate the incorporation of the generic OHS units of competency, a mapping exercise between IBSAs requirements and the existing Safe Work Australia guideline units of competency would provide synergy and reduce duplication across IBSA's Training Packages.
A review of relevant OHS units within the BSB07 OHS qualifications will ensure the qualifications not only address industries requirements but also address regulatory needs at a national level. The qualifications include:
- BSB30707 Certificate III in Occupational Health and Safety
- BSB41407 Certificate IV in Occupational Health and Safety
- BSB51307 Diploma of Occupational Health and Safety
- BSB60607 Advanced Diploma of Occupational Health and Safety.
The review will:
- establish the regulatory requirement of each jurisdictional WorkCover authority for OHS Representatives
- map relevant OHS units of competency in BSB07 with Safe Work Australia Guideline units and identify differences/gaps and recommend changes
- determine the level of industry demand, uptake and impediments for delivery and the need for learning resources/guidance material for all BSB07 OHS qualifications.(with a particular focus on the OHS units of competency)
- provide an analysis of how the OHS qualifications could be amended (if required) to better meet industry and regulatory requirements, this may include recommendations for the inclusion of additional units/merging of existing units, the total number of units and a balance of core and electives units.
Workplace Agenda has been commissioned to complete the scoping review which will also include a national consultation process incorporating site visits, online feedback, and telephone and email interviews. The consultations will occur during late April through to mid May 2010.
