New legislation and regulation system for Qld
A new system of regulatory assessment statements for improving the quality of future legislation and regulation will be introduced for all Queensland Government agencies and statutory authorities from 31 March 2010.
The Regulatory Assessment Statement (RAS) system enhances the regulatory development and review system in Queensland and is built around COAG regulatory best practice principles.
It will apply to all regulatory instruments (primary, subordinate and quasi regulation) and will work closely with current processes such as the Cabinet process and with minimal new requirements.
The RAS system includes protocols which strengthen stakeholder engagement and support compliance awareness, as well as a new costing tool that assesses compliance costs impacts on business, community and government.
From 31 March 2010, all new or amending regulatory proposals that have not been considered by Cabinet or where significant policy changes were made after Cabinet consideration will need to comply with the RAS system.
From 1 October 2010, the RAS system will apply to all new and amending regulatory proposals not requiring Cabinet consideration.
Detailed online guidelines, training and support, commencing in March, will help agencies make the transition to RAS.
Agencies will also need to make their RAS and associated public consultation available online on the Get Involved website to encourage greater engagement with business, community and government.
