Update on Queensland high risk licensing arrangements

Update on QLD high riskWorkplace Health and Safety Queensland (WHSQ) is finalising an implementation strategy to allow the national high risk units of competency to be recognised for the purposes of high risk work licensing in Queensland.

A key aspect of the implementation strategy is ensuring regulations and the national assessment instruments, which meet both licensing and AQTF requirements, are in place before the new arrangements are rolled out across the state.

The national assessment instruments are currently going through a moderation process, which is being facilitated by Safe Work Australia. The moderation process will rectify issues which have been identified and ensure the assessment instruments are AQTF compliant. This process is expected to be finalised by March 2010. 

WHSQ will advise Queensland registered training organisations (RTOs) on the commencement date of the national units in due course. In the meantime, WHSQ has applied to extend the accreditation period for courses 30494QLD, 30497QLD, 30498QLD so that they can be used for the purposes of licensing until 30 June 2010.

This timeframe provides RTOs with ample opportunity to apply to have the national high risk units added to their scope of registration and to allow them to be ready for delivery under the new training package system.

In Queensland, RTOs are currently able to apply to add the high risk units to their scope of registration. However, RTOs will be unable to deliver against the training package units in Queensland until WHSQ has released the national assessment instruments.

The assessment instruments will be distributed through the Department of Education and Training's Centre for Training Materials after a licence agreement has been signed and an administration fee has been paid.
