Electricity supply industry refresher training
EE-Oz Training Standards Australia is leading a project to identify and develop new 'Refresher Training' units to ensure that electricity supply industry workers can move more easily between states and networks to render support in times of need, such as natural disasters.

Ten new competencies have been identified and developed along with associated Skill Sets which are being incorporated into the UET09 ESI - Transmission Distribution and Rail Training Package.
The identified units developed as part of this project include:
- UETTDRRF01A Apply ESI safety rules, codes of practice and procedures for work on or near electrical apparatus
- UETTDRRF02A Perform pole top rescue
- UETTDRRF03A Perform EWP rescue
- UETTDRRF04A Perform tower rescue
- UETTDRRF05A Perform rescue from switchyard structures at heights
- UETTDRRF06A Perform rescue from a live LV panel
- UETTDRRF07A Perform cable pit/trench/excavation rescue
- UETTDRRF08A Perform EWP controlled descent escape
- UETTDRRF09A Apply access procedures to work on or near electrical network infrastructure
- UETTDRRF10A Provide first aid in an ESI environment
- HLTCPR201A Perform CPR (imported from the Health Training Package HLT07).
Support materials have been developed to assist industry enterprises and their partner registered training organisations to deliver the training requirements to national standards. This will ensure consistency of delivery ESI refresher training units and allowing all network operators to be confident that essential competencies are in place and current when seeking mutual aid from, or providing support to other network providers.
The Australian Government Department of Resources, Energy and Tourism commissioned a fast-track process to ensure that the requisite 'refresher training' competencies were in place before December 2009.
Through its Safety Leaders Group, the Ministerial Council on Energy developed a national protocol to be agreed by all parties to ensure that the refresher competencies were implemented to facilitate effective mutual aid and improve the mobility of Electricity Supply Industry (ESI) workers across Australia.
The initial focus has been on transmission and distribution lineworkers with an agreed matrix of refresher competencies identified for other industry classifications and job roles.
EE-Oz undertook intensive and extensive industry and stakeholder consultation to gather information on the scope and depth of current refresher training practices and requirements and developed a set of units. This was to ensure that a national approach to this key aspect of ESI industry mobility could be identified whilst limiting the disruption of ongoing training programs.
Driven by the Council of Australian Governments, this initiative builds on a project which EE-Oz was already engaged in with: the Department of Education, Employment and Workplace Relations; Energy Networks Australia; individual network providers; and the Communications, Electrical and Plumbing Union.
These units have undergone rigorous scrutiny in the development and quality assurance stages and are proposed for endorsement. EE-Oz is seeking the cooperation of key stakeholders in the National Training System to ensure that these units are endorsed and made available to the industry as soon as possible.
