High risk work licensing units of competency update - June
The April edition of Licensing Line News included the article High risk work licensing units of competency which provided advice regarding the implementation of the units of competency to support the national standard. Several changes have since occurred to the timeframes outlined in that article.
The mandated assessment instruments to support the units of competency were approved in late May 2009, but subject to further amendments being made. Safe Work Australia advises these changes are now being progressed but will mean a delay to the instruments being available. As a result, the start of training being accepted against the new units is also expected to be delayed.
Unless otherwise advised within your state and territory, start dates to recognise training against the new units will now be dependent on the assessment instruments being finalised. In all cases, a transition period will occur. This period allows registered training organisations to become familiar with the new unit requirements and/or the revised assessment instruments.
It is expected all training for licences will be against the new units by 1 July 2010. Registered training organisations wishing to deliver in this area will be required to apply to their relevant registering body prior to this date to have any of the new units added to their scope of registration.
The system to allow access to the assessment instruments is being progressed. The final solution is likely to be an electronic system although it is expected a paper based interim solution will need to be in place while the electronic system is developed. Access to the assessment instruments will only be available to registered training organisations.
The National Standard for Persons Performing High Risk Work, published in April 2006, requires training and assessment for high risk work licences to occur within the Vocational Education and Training system. The aim is to achieve nationally uniform, competency based training.
Further information on the implementation of the units will be provided once the assessment instruments are final.
