QLD RTO guidance on high risk licensing units


The Queensland Department of Education and Training has released two notices providing Queensland registered training organisations (RTOs) with advice on issues surrounding the high risk work licensing units within the CPC08 Construction, Plumbing and Services Integrated Framework Training Package and the TLI07 Transport and Logistics Training Package.

The notices give a general overview of the purpose of the new units and provide mapping of the CPC08 and TLI07 qualifications and units to the relevant units in 30497QLD Course in Cranes, Rigging and Scaffolding Equipment and 30496QLD Course in Operating Loadshifting Equipment.

Information is also given on the requirement for RTOs with the affected training package units on scope or seeking to have them added to scope to assess these units using the mandated national OHS endorsed assessment instruments.

The notices provide information to RTOs which are in the following situations:

  • already have some or all of the affected accredited course units on their scope of registration
  • do not have the affected accredited course units on their scope of registration but want to deliver them
  • wish to apply to add to their scope of registration some or all of the new units (or qualifications that include these units) from the CPC08 or TLI07 training packages
  • have applied for some or all of the CPC08 and TLI07 licensing units and have been advised that an audit will be conducted to assess their application
  • wish to enrol students in qualifications that require (in the packaging rules) students to complete one or more of these licensing units
  • wish to allow students to enrol in these licensing units as electives of a qualification.
