Intellectual property units of competency under development
Innovation and Business Skills Australia, one of Australia's ten national industry skills council, has been engaged by Intellectual Property Australia to conduct a project to develop units of competency covering intellectual property.
The following seven draft units of competency have been developed:
- Manage intellectual property to protect and grow business
- Protect innovative assets in small business
- Protect innovative designs
- Protect brands and business identity
- Protect new inventions
- Protect and use copyright for creative works
- Comply with business requirements for protection of intellectual property.
IBSA has just completed a period of consultation on the draft units. The project will now progress to the final stage which will see the final units included in the Business Services Training Package (BSB07) and in any existing qualifications as core or elective units.
It is anticipated that the final units of competency will be endorsed by the National Quality Council by December 2008.
The project is being undertaken after a scoping review which IBSA conducted in 2007. The key findings of the review were that:
- there is a high perceived importance of IP and a strong stated need for competency based related training, with especially strong support for the development of formal accredited training at the basic application and awareness levels
- there is a lack of availability of competency based training in the vocational education and training sector with no courses available with the name "intellectual property" and with only a few units in Training Packages addressing copyright
- the appropriate structure of training should take the form of units of competency rather than qualifications, targeted at basic awareness and skills application to be delivered at the Certificate I to IV levels.
