Important announcement regarding Manufacturing Skills Australia training packages


Manufacturing Skills Australia (MSA), the national industry skills council for the manufacturing industries, has advised that there are issues affecting the availability of four of their training packages on the National Training Information Service (NTIS).

The following training packages are displaying metadata only:

  • Aeroskills (MEA07)
  • Manufacturing (MSA07)
  • Chemicals, Hydrocarbons and Refining (PMA08)
  • Furnishing (LMF02)

This means that only the training package code and title, unit codes and titles and qualification codes and titles are being displayed. No other detail is currently available.

Recent advice from MSA in relation to the Aeroskills Training Package stated that defects had been discovered in a large number of NTIS published units of competency.

For the Aeroskills Training Package the effect is that these units cannot be assessed using the stated conditions of assessment, and there is a disconnect between the units and the Log of Industrial Experience and Qualifications.

The problem arises where units rely on the numbering in the Range Statement to define conditions of assessment. In the MEA07 bank of units as published on the NTIS website (PDF and live units), the numbering was replaced with dot points when the units were transferred to the NTIS database.

MSA has drawn to the attention of NTIS the seriousness of this situation in terms of impact on both Civil Aviation Safety Authority and Australian Defence Force regulatory systems, as well as the overall impact on MEA07 aerospace training delivery through the national registered training organisation network.

MSA advised that as an interim measure, the MEA07 data will be withdrawn from NTIS until the error is remedied - the qualifications and units will remain visible as metadata to ensure enrolment and uptake can proceed.

MSA has advised that the issues related to the other three training packages are also out of their control. However, MSA says that it is working with NTIS to ensure that the situation is remedied as a matter of urgency for all four training packages.

In the interim period, MSA will assist other stakeholders who are seeking access to training package details such as units, packaging rules, etc.
