New training package development and endorsement process

A new streamlined, quality assured and transparent process for the development and endorsement of training packages has been progressively implemented since 1 January 2008.

The process, agreed to by the National Quality Council, will enable the national training system to better respond to industry priorities for new and updated skills including changes to regulatory and/or licensing requirements.

Under the new process industry skills councils have greater responsibility and accountability for the final training package product and are required throughout the process to have a number of mechanisms available to facilitate open dialogue with all key stakeholders including licensing and regulatory authorities.

New steps and innovations have been incorporated into the process which will enable training packages and national qualifications to reach the marketplace quicker.

The innovations include the Environmental Scan, Continuous Improvement Plan and Impact Statement. Each of these documents will have relevance for licensing and regulatory authorities with regards to training package development.

The overarching policy is outlined in the Training Package Development and Endorsement Process 2008 document. The document includes detail on:

  • the process
  • key stakeholder roles
  • Quality Principles for Training Packages
  • timeframes for the process.

A key feature of the Quality Principles is that training packages must reflect licensing and regulatory requirements and ensure solutions to incorporate licensing and regulatory requirements are brokered.

The Training Package Development Handbook has also been substantially revised to clearly articulate Training Package policy and reflect the new process, and is only available online.
