New Aviation Training Package endorsed

The new Aviation Training Package (AVI08) has been endorsed by the National Quality Council and approved for listing on the National Training Information Service by Ministers responsible for vocational education and training.
The Aviation Training Package, which was developed by the Transport and Logistics Industry Skills Council, is designed to help companies and training organisations produce a flexible and nationally consistent competent workforce for the aviation industry. It covers qualifications from Certificate I to Diploma and covers occupations in ground operations, flight operations and air traffic control.
The Aviation Training Package now meets the regulatory and operational requirements of both industry and the Australian Defence Force.
Section 1, Part 2 of the training package outlines the licensing and registration requirements which were considered during the development of the training package and include those which meet civil aviation regulations and civil aviation safety regulations.
Each unit of competency also explicitly states if there are any licensing and regulatory requirements which need to be considered when the unit is delivered.
The new package has seen a rationalisation of the Certificate IV qualification streams into licensed occupations.
The 13 qualifications in the package are:
- AVI10108 Certificate I in Aviation (Foundation Skills)
- AVI20208 Certificate II in Aviation (Flight Operations)
- AVI20408 Certificate II in Aviation (Ground Operations and Service)
- AVI30208 Certificate III in Aviation (Flight Operations)
- AVI30408 Certificate III in Aviation (Ground Operations and Service)
- AVI30508 Certificate III in Aviation (Rescue Crewman) - New
- AVI40108 Certificate IV in Aviation (Commercial Pilot Aeroplane Licence)
- AVI40208 Certificate IV in Aviation (Commercial Pilot Helicopter Licence)
- AVI40408 Certificate IV in Aviation (Ground Operations and Service)
- AVI40508 Certificate IV in Aviation (Leadership and Supervision) - New
- AVI40608 Certificate IV in Aviation (Aircrewman) - New
- AVI50308 Diploma of Aviation (Air Traffic Control)
- AVI50408 Diploma of Aviation (Instrument Flight Operations) - New.
The Diploma of Aviation (Air Traffic Control) qualification has been structured to align with licensing and regulatory requirements for air traffic controllers. Work previously undertaken by both Defence and Airservices Australia has been incorporated into this qualification.
The Diploma of Aviation (Instrument Flight Operations) qualification has been designed for pilots who need to move beyond the commercial pilot licence (Certificate IV). The regulatory requirements in relation to Instrument Flying Rules have also been included.
The Certificate IV in Aviation (Commercial Pilot Aeroplane Licence) and Certificate IV in Aviation (Commercial Pilot Helicopter Licence) qualifications were updated to align with the Civil Aviation Safety Authority's amended Manual of Standards.
The following four skill sets have also been developed in the package:
- Aviation Operator Skill Set
- Night Aided Vision Aviation Operations Skill Set
- Helicopter Wireman Skill Set
- Aviation Supervisory Cabin Crew Skill Set.
The Helicopter Wireman Skill Set and the Night Aided Vision Aviation Operations Skill Set both have licensing, legislative, regulatory or certification requirements which are applicable.
