NMSC seeks comment on qualifications and crewing issues paper
The National Marine Safety Committee (NMSC) is seeking public comment on the National Standard for Commercial Vessels Part D (Crew Competencies), which specifies the minimum number of crew and their certification level for commercial vessels in Australia.
In July 2007, NMSC organised a Skills Forum in Brisbane and produced a range of action plans to address skills shortages in the maritime industry. Many issues relating to qualifications were linked to the National Standard for Commercial Vessels Part D and identified as requiring review to facilitate industry growth.
To address these concerns, NMSC has produced an issues paper which is designed to open debate and discussion about what should be nationally reformed. It covers:
- certificate structure
- engineering
- medical
- sea time
- recognition of certificates and other qualifications
- revitalisation and renewal
- oral examinations
- general purpose hand (GPH) certificates
- fishing industry needs
- yachting industry qualifications
- the changing nature of the industry
- national approaches to occupational licensing and COAG imperatives
- implications of new design and technology.
