The National Mine Safety Framework

The National Mine Safety Framework (NMSF) is an initiative of the Ministerial Council on Mineral and Petroleum Resources, which was initially developed by the Chief Inspectors of Mines, a subcommittee of the Ministerial Council. NSMF aims to achieve improved outcomes, best-practice regulation and consistency across Australian mining health and safety regulations.

The seven strategies of the framework are:

  • a consistent nationwide legislative framework
  • competency support
  • compliance support
  • a consistently applied enforcement protocol
  • effective data collection, management and analysis
  • consistent approaches to consultation
  • a strategic approach to mine safety, and health research and development.

To obtain comment on the strategies, workshops were held during June 2007 with key mining industry stakeholders from the workforce, industry and government invited to attend.

The steering group is also seeking feedback on the three strategies it has developed to date: nationally consistent legislative framework, consistent and reliable data and analysis, and effective consultation mechanisms. Online submissions for feedback close on Friday 20 July 2007.

It is anticipated that, in September 2007, any key and/or recurring themes emerging from the feedback will be summarised and made available for public viewing before consideration by the NMSF steering group members. After that, the steering group will make a final recommendation to the Ministerial Council on Mineral and Petroleum Resources on the implementation of these strategies.

The steering group will then focus on the development of the four remaining strategies of the National Mine Safety Framework: competency development, compliance support, enforcement and research.
