Review of national guidelines for integrating occupational health and safety into national industry competency standards

The Community Services and Health Industry Skills Council has been contracted by the Australian Department of Employment and Workplace Relations to review the national guidelines for integrating occupational health and safety into national industry competency standards.

The current guidelines were developed to assist industry to integrate occupational health and safety competencies into industry qualifications and associated competency standards.

The review of the national guidelines for integrating occupational health and safety into industry training packages will involve the following:

  • reviewing the current guidelines and preparing a redrafted version including finalisation of the model occupational health and safety units
  • combining the guidelines and the model units into one publication and submitting these to the Australian Department of Education, Science and Training for inclusion in the Training Package Development Handbook
  • making recommendations for future rationalisation of endorsed occupational health competency units across training packages, improving their quality by minimising duplication and maximising cross-industry skills portability.

The project does not include review of units of competency that are linked to specific licences in industries including civil construction, general construction, manufacturing, electrotechnology, transport and distribution, and mining. Separate work in these areas is being undertaken by the Australian Safety and Compensation Council, specific industry skills councils and stakeholders.

A project steering committee has been established and includes representatives invited from industry skills councils, occupational health and safety authorities, the Australian Council of Trade Unions, registered training organisation peak bodies, state training authorities and the Australian Safety and Compensation Council.

As part of consultation for the project the opportunity is provided to review and provide comment on the project discussion paper. The closing date for comments is 22 May 2007.
