National Standard for Licensing Persons Performing High Risk Work

The National Standard for Licensing Persons Performing High Risk Work was declared on 6 April 2006 by the Australian Safety and Compensation Council. The standard recommends that training for licenses to perform high risk work be undertaken within the vocational education and training sector to encourage national consistency.

This standard is now in the implementation phase in preparation for the implementation date of 1 July 2007. Human Capital Alliance is facilitating this process by reviewing, editing, revising and validating units of competence and assessment instruments for each of the 29 high risk license classes included in the National Standard.

Human Capital Alliance's efforts are being supported jointly by the Australian Department of Employment and Workplace Relations and the Australian Department of Education, Science and Training.

The project has now reached the point of producing, revising and validating units of competence and assessment instruments. The bulk of this work is projected to occur within a process known as a Delphi Conference.

The Delphi process normally requires several rounds of consultation between facilitator and participant to achieve a consensus, with the participant being presented increasingly consolidated material (mainly units and assessment tools) and asked new questions about updated drafts during each round. It is expected that the Delphi Conference for this validation process will require three rounds.
