Ministers approve nationally consistent rail safety regulations
The Australian Transport Council has unanimously voted to approve national model rail safety regulations developed by the National Transport Commission, which support national rail safety laws agreed to in June 2006. A target commencement date of 1 July 2007 in all states and territories has been agreed by the Council of Australian Governments.
The reform package promises to cut red tape for interstate rail operators by harmonising rail safety regulations across all states and territories.
Under transitional agreements agreed by ministers, accredited rail operators have one year to ensure their safety management systems comply with the new laws and two years to comply with rail safety worker competency requirements.
Road and rail infrastructure managers must also comply with new laws to manage safety risks at road-rail interfaces such as level crossings by 30 June 2010.
The National Transport Commission developed the reform package in close consultation with governments, industry and unions. It will continue to work closely with stakeholders in the development of communication material and guidance to encourage and assist timely implementation.
