AQTF 2007

New Australian Quality Training Framework arrangements in 2007 will provide a greater focus on the quality of skills outcomes, greater participation by industry in quality assurance arrangements and a greater degree of national consistency in the operations of the vocational education and training sector.

Under state and territory legislation, the registering bodies of each jurisdiction audit registered training organisations to check compliance with the standards of the Australian Quality Training Framework. Under AQTF 2007, the changes will mean that:

  • industry and industry regulators will have greater participation in registration and audit processes under the new arrangements
  • the revised quality arrangements will provide a greater level of quality assurance of the quality of the skills outcomes of the vocational education and training system

Under AQTF 2007, registered training organisations will be required to meet a set of essential standards for registration which place a focus on the training provider applying a continuous improvement approach to its business. This will include the registered training organisation monitoring its own operations and collecting data to support its continuous improvement strategies.

Audits by the state and territory registering bodies will confirm that registered training organisations are complying with the standards.

Under the new arrangements, a risk management approach will be applied to the audit process, further strengthening the capacity of the system to ensure quality outcomes. This will allow greater focus on underperforming registered training organisations and areas of industry concern.

The authority of registering bodies to impose a range of sanctions for non-compliance, including amendment, suspension or cancellation of registration, will continue.
