Evolving roles: industry regulators in the vocational education and training system

Queensland's occupational health and safety regulator is transitioning the assessment services for the licensing of people in prescribed occupations to the vocational education and training system.

From 30 June 2007 training and assessment to obtain a licence in a prescribed occupation will only be delivered by registered training organisations. This will help to ensure that the training and assessment to obtain a licence is of a consistently high quality.

To become registered, training organisations will undergo a joint audit by the occupational health and safety regulator (the Queensland Department of Employment and Industrial Relations) and the state's training authority (the Queensland Department of Education, Training and the Arts).

The regulator will act as technical advisor during the audit, to assist in ensuring that the Australian Quality Training Framework and licensing authority requirements are being addressed. This requires the regulator's representative to have a thorough understanding of the vocational education and training system.

In support of this, the Queensland Department of Employment and Industrial Relations recently conducted a course to prepare its current inspectors for their new scope of work. The course featured sessions on key aspects of the vocational education and training system, including the Australian Quality Training Framework and how to address licensing authority requirements during the audit.
