Listed here are the units of competency from the current National Outdoor Recreation Training Package. These have been provided to enable leaders to benchmark their skills and experience.

Leaders in this activity should be confident that they have the skills and knowledge, at least equivalent to that described by the following selected units, relevant to the competency levels within the activity (where applicable).

Qualification Definition

Holders of a Whitewater Guide (level 2) award have been assessed and are qualified to lead / guide novice groups on trips and expeditions on moving water to Grade 2 Whitewater conditions. They have a high standard of teaching and paddling ability. A guide is only to impart skills or knowledge that is necessary for a person to participate safely and adequately in canoeing and kayaking. At the end of a session or program with a guide, the intent is not for the participant to have acquired the skills to independently participate in the activity.

VET Prerequisites
Candidates must hold the VET units of competence for the Australian Canoeing Whitewater Skills Award

Areas of Competency
The holders of this award have been assessed in real conditions and have demonstrated the ability to work as a guide on inland water. Specific areas covered include High level commercial guiding skills Ability to set up and run overnight and expedition programs Ability to organise individual activities as well as whole programs and skill development programs

Units of Competence
Having completed the award, the holder will have met or exceeded all of the following requirements of the Units of Competence and will be awarded a statement of attainment covering those units.

Whitewater Instructor (Level 2) units of competency

Qualification Definition
Holders of the Whitewater Instructor (level 2) Award have been assessed at and are qualified to instruct, facilitate skill transfer to develop participants in order so that they may act independently or with minimal supervision in Grade 2 Whitewater conditions.


This requires the instructor to be able to critique technique, apply a variety of appropriate instructional strategies, and may require them to assess participants' skill acquisition at the end of the program or session.


A Whitewater Instructor may instruct on Grade 2 and guide on Grade 3

VET Prerequisites
Candidates must hold the VET units of competence for the Australian Canoeing River Rescue Award

Areas of Competency
The holders of this award have been assessed in real conditions and have demonstrated the ability to work as an instructor and guide on Grade 2 water. Specific areas covered include

  • Train groups in whitewater paddling skills
  • Instruct whitewater trips in grade 2 water
  • High level commercial guiding skills
  • Ability to set up and run overnight and expedition programs
  • Ability to organise individual activities as well as whole programs and skill development programs

Advanced Whitewater Guide (Level 3) units of competency

Qualification Definition
Holders of the Advanced Whitewater Guide (Level 3) Award have been assessed and are qualified to lead/guide expeditions in Grade 3-4 Whitewater conditions.
They have demonstrated a high standard of teaching and paddling ability. A guide is only to impart skills or knowledge that is necessary for a person to participate safely and adequately in canoeing or kayaking activities.


At the end of a session or program with a guide, the intent is not for the participant to have acquired the skills to independently participate in the activity.

Candidates must hold the VET units of competence for the Australian Canoeing Advanced Whitewater Skills Award and the Whitewater Guide (level 2) Award

  • Effectively lead a group in a range of extreme outdoor settings
  • Demonstrate leadership qualities to a group in extreme conditions

Advanced Whitewater Instructor (Level 3)

Qualification Definition
Holders of the Advanced Whitewater Instructor (level 3) Award have been assessed and are qualified to instruct, facilitate skill transfer to develop participants in order so that they may act independently or with minimum supervision in Grade 3-4 Whitewater.
