Harmonising Licensing Month
Overview
Throughout November, Licensing Line News will be hosting a series of FREE online seminars on occupational licensing and regulatory matters that impact on training and assessment, as part of Harmonising Licensing Month.
The FREE Harmonising Licensing Month series will feature six different one hour seminars on the following topics:

| The CPC08 Construction, Plumbing and Services Integrated Framework Training Package and occupational licensing |
| This session will discuss the new Construction, Pluming and Services Training Package (CPC08) which has been developed after a review of three previous Packages covering general, off-site construction and plumbing and services.The new package incorporates licensing for all plumbing streams and also the latest competencies that underpin the new national licensing regime for high risk work. Continuous improvement activity will ensure all the qualifications in the Package align as closely as possible with State and Territory licensing frameworks.The seminar will also outline the progress in meeting builder's registration and licensing. |

| Session Two - COMPLETE |
| The use of technology in occupational licensing |
| This seminar session will focus on how technologies such as simulators and virtual worlds can be used for training and assessment purposes to meet occupational licensing requirements. Deanna Hutchinson will detail how the Mining Industry Skills Centre is using simulators for numerous activities including inductions and assessments. Brad Beach will speak about how GIPPS TAFE is pioneering the use of virtual technologies such as Second Life to deliver risked-based learning. |

| Session Three |
| High risk work licensing units of competency - RESCHEDULED |
| This session will discuss the units of competency which have been developed to meet the requirements of the National Standard for Persons Performing High Risk Work (April 2006). The session will provide information about which Training Packages the high risk work licensing units of competency will be allocated to and the processes and timetable around implementation and delivery. |

| Session Four - POSTPONED |
| Non-traditional licensing—the National Energy Skills Passport |
| This session will look at how the energy industry is proposing to develop and introduce a National Energy Skills Passport as an alternative to traditional licensing. The energy industry believes it would be better served with a national register of individuals’ nationally accredited current competencies as a means to overcome issues of differing state and company competency and qualification requirements, and equating differing jurisdictional equivalencies. The session will detail how the Skills Passport would work and how it will complement national trade licensing requirements, satisfy the Council of Australian Government objective of national workforce mobility and achieve the Energy Network Association objective of an industry-wide flexible workforce in the electricity and gas supply industries. |

| Session Five |
| Skills recognition and occupational licensing |
| This session will focus on skills recognition and the options it can provide regulators for occupational licensing assessment. The session will examine best practice recognition of prior learning (RPL) assessment and discuss the assessment methodologies available and the industry endorsed RPL assessment tools which are currently being used effectively. The session will be delivered by a member of the Skills First Project. Skills First is an initiative of the Queensland Department of Education, Training and the Arts which aims to address skills shortages through minimising training times, promoting quality and improved recognition processes, and building the capacity of the vocational education and training sector, both private and public, to ensure RPL and credit transfer are an integral part of the business of Registered Training Organisations. |

| Session Six |
| The National Licensing System |
| This session will dicuss the National Licensing System. It will give further detail on the system to be introduced which will be decided by the Council of Australian Governments at their November 17 meeting. The detail about this session will be updated after that time. |

This year, for the first time, Harmonising Licensing Month will be conducted using the online conference technology. The technology, known as Elluminate, will allow for the event to involve a greater range of participants from all states and territories. The use of Elluminate will allow all participants to tune in from their home or office.
To be fully involved participants will need speakers on their computer and microphone if they would like to ask questions of the presenters.
